Emissions testing would be the major issue depending on the location and what vehicle the engine is put in. Of course, different areas have different regulations.
Some areas go by visual inspections of the emission equipment to verify that it is present. Other areas use a "sniffer" to determine whether the vehicle emissions are at acceptable levels. Most vehicles since 1995 or so are OBDII compliant, so that gets scanned in addition to the "sniffer" test. I seem to recall that any car originally sold with an OBDII system must retain that system for emissions testing. I'm not sure if this engine is OBDII or not. A lot of that has to do with the ECU, which does not appear to be included.
In Pennsylvania, for example, I believe it would need to pass all three emissions tests for it to be legal.

When my SHO was tagged in MD you had to go for a sniffer test twice a year if I recall correctly.

Luckily, my county only requires testing once per year. Over half of the counties in Pennsylvania only need to have the visual inspection done. I guess that's one of the perks of living in rural areas.
